How complete is this mod?? Is it possible to play the franks and forming the Carolingian Empire?

Somewhat complete, while a number of things are missing, for the most part that is something one doesn't think about. You can play the Franks, they will get divided, but eventually they will be united again, and by then one will eventually get the Carolingian kings, however there are no events to help the conquests of Charlie Big. Keep in mind that uniting with Neustria tend to mean squashing the Arnulfings (Carolingians) and therefore will lead to Merovingian kings all the way to the end.
As to the download, see the post above yours. When installing simply unzip into the EU2 directory, DO NOT overwrite anything, it shouldn't (unless you have a previous version already installed), it should now be a new folder in your EU2 directory called 476. Then copy the EU2 shortcut you have on the desktop, rename the copy something to indicate it is for the 476 scenario, and change so that the part that looks something like thisby simply adding 476 after it.
