50 man o wars and 140 irregulars and still not civilized

i read somewhere in the forum that it is enough to have either 10 man o wars or 100 irregulars to have the 10 military score you need to be civilized (have 100+ prestige and 60 industrial score)
so what is wrong ?

It's done by overall military score. Irregulars give a very low military score. You really need to build standard infantry divisions to get your military score up.

Do you have the units at full strength? Maybe that does influence the military score.

Incorrect. The ability to build infantry, cavalry and dragoon regiments is not linked to being civilised or uncivilised, but posessing the technology flintlock rifles. Buy it from someone.
