5th Aztec Reform not passable

Description​

Final Aztec reform is not passable despite popup showing reform available and button seeming clickable and not grayed out.
On pressing the button for whatever the last reform is nothing happens.

Steps to reproduce​

Pass 4 reforms and attempt to pass 5th reform with all requirments fulfilled.

I had a look at your save and I had the bug as well. But I found a workaround: I waited a few months and the button worked again. I tried it right after I got popups that some of your truces expired, but I don't know if that is related or just a coincidence.

Hey there and thanks for the report! One of the 5 subjects needed for the reforms on your save file was a Mesoamerican Tributary and it seems that having a truce with them locks you out of choosing any reform (not only the 5th). I've sent the issue over to our database.

I tested this save again and discovered and at least in version 1.37.5 on my linux system it has nothing to do with mesoamerican tributaries. Getting rid of the tributary and getting another subject does not allow the passing of the reform. What allowed me to pass the reform was to get more admin points. With negative points it seems to be impossible to pass religious reforms. And I was able to reproduce that in a new save as well. Both as Aztec as well as as a Mayan country. If I use the console command "adm -100" to get negative admin points, I can't pass reforms. Though negative dip points or mil points don't seem to be a problem
