Honestly, OP, a 1984 mod should, in theory, be one of the easiest mods to make. You basically take 99% of the files from the vanilla, splitting them in 3. Then add 3 shields/flags, some starting units, tweak the IC/resources a bit, add several unique ministers and you're done. Literally ~10-20 hours of work. You'd be done in a week if you put 2 hours a day into it.

IMO the map is a tad problematic for that purpose - is that what Eurasia claims as her rightful territory? Actually, that'd kind of make sense if we imagine Eastasia as a state that rebelled against Eurasia but whose territory the former still claims in its entirety.
