A brand new map

I'm thinking about trying my hand at mod for AoD so that I could play in the Mechwarrior universe. What this entails is a new map, instead of earth I want to do something like turn all the planets into islands in the sea of space. I know it's possible to mod the maps in AoD but is it possible to start from scratch and make a new one with all new connections between provinces?
