Was using the new religious conversion merchant policy. All of Sunda's provinces were Shia but Sunda was still Hindu. The game should allow switching between religious groups in cases like these.

An alternative interpretation is that the ruling elite are hindu, while the peasantry are shia. The rulers don't want to convert, nor do they want to risk their subjects revolting over religion.
 
There is such a decision already actually. It had some issues with AI acceptance that will be fixed in next patch though.
Even after the patch they may not switch immediately.
 
Not every religion has it though vjay has the ability to become Hindu at game start through a decision as long as 100% of the country remains Hindu but recently playing as a tengi custom country where 100% of my land was fetish the decision to convert did not pop up.
 
Ah this is true yes. In the general case @Vetgirig is right. It's just that in the specific case of the trade policy conversions that the OP brought up there is a decision.

Iirc in the same file where all other religion decisions are :) not able to check right now but it should be something like “religion.txt” in the decisions folder :)

In that case, the OP is right, there is no such decision. At least in 1.23.1. There is a decision to change ruler religion but that is not what the thread is about. There is no way to change state religion to Islam without rebels.

Btw. I think the Anti-Muslim Edict decision should be made to interact with the trade policy (of other nations) by steering the conversion awayfrom your provinces.

I just checked and it's in the file as I stated, on line 539. "trade_propagation_convert_to_islam". :)
