Question 1.
How do I send gifts? I can't seem to find that option anywhere.

Question 2.
Is there a way to cultivate military leaders? I am playing portugal and I don't seem to get many, and when I have one that is good he seems to dissappear... don't know why.

Question 3.
How do you convert religion of independent provinces?

1) Right-Click on a country, "send diplomat" and then in the left screen select "relations" and you will see a few options, including sending gifts (25/100/250ducats)

2) all quality leaders are historical, so they appear and disappear at set dates (although they can die early in a battle). So you might just be unlucky to have a few leaders that only live shortly.

3) conversion of your provinces can only happen through random events, i believe...

And if it's not one of your core provinces (with your flag on it in the diplomatic screen) this is your *only* option. Random event conversion only affects your core provinces, if it happens at all.

Which is why you'll find a number of players on these forums advocating an almost genocidal strategy with regard to religious tolerance/reballions for any such provinces that don't follow your state religion!
 
Portugal have very few historical leaders. They get a few very good naval and land explorers in the first 30-50 years of the game. I don't think any of them survive after 1560. From then on, you only get one average general in the late 1500s, Crato. Then zilch.

Don't worry about leaders too much.....if you have an immense tech advantage then leaders don't mean anything.
