I have run into a small problem. I cannot declare war on the democracies.
Before you load your game, modify the option which lists whether or not a democracy can declare war.
Ok, I had to make peace with everybody. As soon as all my units redeploy to Washington, and I transport them back to the front lines, I will dow everybody. In fairness though, I will only pay the dissent I should have had to pay to dow the democracies. Update tomorrow.
