Assuming their tech is high enough to make the civilized threshold. Otherwise they will be spending a good bit of time just getting up to civilized before they magically spring to life. In fact, if their tech levels are what I think they are, they should fall somewhere between partially westernized and mostly civilized (45-75% complete or so). A lot can happen in those formative years.Doesn't matter now. They're probably going to have an uber economy in Victoria 2, with all those rich, populous provinces.

I can say with certainty that is most definitely not the case, unless the Ottoman tech group is included in the "civilized" grouping. I had a non-westernized ottoman game where I led in tech and they converted as civilized, plus I had the most unlocked techs to boot. Now I just have to try that with an un-Westernized Muslim nation to see if I'm right...Tech level doesn't matter in the civilization level in the converter as far as i know.Western and Eastern technology groups become civilized,all others do not AFAIK.
