After playing EU3 and loving it, I decided to buy Victoria Complete during the Steam sale. I knew it would have a huge learning curve but I figured I'd be able to handle it since I managed to understand EU3. After a couple of days I managed to progress past the overwhelmed newbie point and I'm currently at the year 1893 as Belgium. One of the things that's been bugging me for a while now has been that some of my factories don't do anything. When I had a laissez faire economy my capitalists set up two glass factories but, at least half a century later, they have yet to do anything. I finally discovered that it was because I didn't have enough worker pops but whenever I tried to convert my pops it still wouldn't let me put them in the factories. How do I get more pops to work in my factories?

for make the people work in the factories you must put equal number of clerks and craftmans in the factory, example:

a glass factory of level 1 can have 5 pops so you put 1 clerk, 1 craftman, 1 clerk and 2 craftman pops and that should be ok, with the factory full of workers and with the factory well suply of raw materials your factory should be ok.

if you want more pops working in your factories, you must expand the factory, giving you more room for pops
 
Also, the Craftsmen and Clerks you want to work in the factories need to live in the same state where the factory is located.

You have to promote them. Click on the pop you'd like to promote and there is a list of promote options, make sure you have the money required and do it. Then add them to the factory you want them to work at.

@Banana: When you move your mouse over the different promote options you will get a tool-tip telling you which resources you need. Then just make sure to have the correct amounts in stock by adjusting your buy/sell settings.
 
You can promote Pops but also keep in mind certain nationalities may not be promotable due based on your countries Policy : Slavery , Residence , Lim Citizenship do not allow you to promote populations that are note national pops. Full Citizenship will allow you to promote any type of citizen . Keep in mind that Non-National pops have worse efficiency than National pops.
