After the miserable defeat by the Japanese in the Russo-Japanese War, and the near-collapse of the Empire after the First Russian Revolution, Czar Nicholas knew he had to reform the Empire, or else it would come crumbling down on top of all of them.
A radical decentralization of Russia occurs; Many areas are given semi-autonomy, including Finland, Poland, and the Ukraine. Social reform occurs. Serfdom is eliminated. The poor can become rich, and the rich must prove their worth. Food becomes abundant, famine become rare. Russia is stable.
Army reforms follow. Not willing to suffer another defeat like the one against the Japanese, Nicholas orders new weapons, new technologies, and new strategies.
With a new and improved army to back him up, and with Russia on a base of brick and mortar rather than twig and twine, Nicholas pursues and aggressive foreign policy, supporting their Slavic brothers in the Balkans, keeping the Japanese out of China, and, most importantly, winning World War I.
Nicholas, not willing to see his enemies grow strong as they did, partitions the Ottomans, Germany, and Austria-Hungary, and forces his other allies to go along with his plans.
Germany is divided into three states, with a very definite ultimatum that they are to not seek reunification; Bavaria, Rhineland, and Brandenburg.
Austria-Hungary is partitioned as usual; Most of their land is given to the newly formed Yugoslavia, along with some to Ukraine, Romania, Bohemia, and Slovakia.
The Ottomans are, perhaps, dealt the worst blow. Their western seaboard on Anatolia is given as compensation to the Greeks, who lost some of their land to Yugoslavia. France is given southern Anatolia. But, perhaps the worst of them all, Kurdistan is formed out of their ruins, taking most of eastern Anatolia, along with some land from Iraq and Iran.
Bulgaria is treated, perhaps, relatively nicely. All that is taken from them are their western lands, given to the now giant Yugoslavia.
Poland is given some land from Germany, all the way to the Oder.
Italy, in light of a complete lack of reward for their services in beating back the Central Powers, turns Fascist quicker and heavier than in the OTL. They take revenge on Ethiopia in 1926, executing Haile Selassie in the process. In 1932, they send a rush of Italian immigrants into western Austria, then claim the land as rightful Italian property. Austria pleads with the League of Nations to stop Italy, but they do nothing to stop Mussolini's ambitions.
Rhineland falls to Communist revolution led by Ernst Thalmann in 1924, following hyper-inflation from the reparations all three German states were forced to pay to the Allied Powers.
Brandenburg attempts a similar coup in 1926, but Russian forces march into Berlin and proceed to launch a "peace-keeping" mission.
Bavaria becomes filled with nationalist sentiment, resulting in the German's Worker Party coming to power in a violent coup led by Anton Drexler in 1929.
The Netherlands, which had fallen on hard times due to the global depression in 1929, and with support from the neighboring Rhineland communists, is turned into a Socialist State in 1933.
Japan is kept in check by the Russian giant to their north, and are unable to move any further onto the Asian mainland than Korea. However, many military men are grumbling, pressuring the country to move against the Bear.
Manchuria and Pu Yi manage to maintain their independence. Here, Pu Yi waits patiently, looking for the appropriate time to take back his Empire from the warlords and corrupt politicians that stole it from him.
The Chinese Warlords are more powerful than in our OTL, with the noticeable absence of any Communist sentiment. Chiang, however, still has difficulty with the Warlords, and by 1936 has still failed to unite China under his banner.
Nicholas II is ill, as well. Rumours run rampant over whether Alexei will continue his father's liberal Monarchy, or perhaps bring back the old Absolutism of the Tsarevite past.
So starts 1936. A world where the Bear never slept; A world dominated by familiar powers, along with strange ones; With old enemies and new. Tensions are rising everywhere, from Germany to Anatolia; From China to the Low Countries.
What change will you have upon this world?

So starts the development of my mod. At the current point, it is merely in the theoretical stage. I'm going to attempt actual development on it soon, starting with the scenario files and working my way from there.
Anyone who wants to help is free to do so. I am looking for anyone who can do anything, pretty much.
Even if no help arrives, I'll still try to work all this out by myself.
I am open to any questions, comments, or concerns about the mod. Feel free to tell me what you think of it. Tell me if you think it's a great idea, tell me if you think it's a crap idea.
Most importantly, though, tell me ways to improve the historical plausibility of this mod.
