The next following years are boring but spent preparing. My armies are mostly filler, and disorganized, so I immediately tend to rebuilding them. All militia is disbanded. Three regiments of calvary are trained and added to the main force.

In addition, we get a great event.

Which adds 500 points to our Land Tech.

The yest of the year is uneventful, spent mostly improving relationships with neighbors.

487. I decide to hold off the war until my manpower is larger. At least there is some action this year. In a rather damaging series of events, a failed omen invokes the wrath of Zeus and our ruler loses popularity. Almost immediately after this, barbarians rise up in Paeonia. The measly two units are easily crushed, but our ruler also looses 20.00 popularity.

Also one of Ptolemy's children dishonors the family.

She is executed.

It's not all bad and another Land Tech boosting event occurs giving me a huge leap in that technological field.

488 brings more events and preparations. Our neighbor hit financial rock bottom and requests aid. Since Epirus is allied with Rome and I don't want them to do anything drastic I help them out. I also queue up 4 cavalry archers for my main army, which are finished by 489. They are joined to my main army bringing it up to 20,000 men.

We also get two religious events. One gives us a free omen. In return Thymotes wonders if he should through games in Zeus's honor. He decides to allow the games to be held.

489 ends and year 490 begins. To kick things off, I refuse to accept tribute from Bithynia any longer. War is coming.
 
Why would you stop accepting free cash?
Very foolish.

Because I'm going to crush them, and grind the taxes out of their citizens. Besides if you declare war while accepting tribute from someone you get a -5 stability hit. (and they were only paying me 0.05)
