As long as the mod doesn´t have any content which could violate the rules of this Forum, it´s ok to upload it somewhere and post the link here
 
PS: The guy above me has a mod that uses content from the Earth series (Earth 2150, etc) yet I doubt he typed that post from jail or from a torture chamber... Honestly that's like asking if you could go to jail for talking to someone without their permission...

Funny thread :)

I always lived under the illusion that so long that you don't include the .exe, Paradox doesnt mind (because without the .exe, you can't get a free pass to the game) and I never heard about getting permission to mod any Paradox games nor to make it available for others. But good modding princips are that you always ask if you want to include someone else work and add them to credit for all the hard work they put in to it and in those cases, there are seldom problems. Modders are in general a friendly type of people. ;)
 
I make it a general practice to not include unmodified files in my mod releases to keep the file size small. I understand HDD limitations since I used to (and sometimes still do if installers refuse to let me install or extract themselves to a non C:\ drive) have them.
