Depends, sometimes I as a player like keeping the ministers I used to have.

Perhaps do a conditional trigger that assigns new ministers of the same minister trait if possible (a series of ifs)
 
I like to keep them too, unless it's some coups where i should not be given the choice.
As the AI won't touch/appoint ministers, how about having ministers set for the AI only, and for the Human just the Heads of State and Government change?
 
I agree, change the cabinet for humans for coups only, but historical cabinets for the AI.

I can see where in some historical cases members of the cabinet would be changed for the human as well, though.
