That probably is the answer, some people playing (Example Germany against France) would think to save the game, remove all the land forts France has, save it, go back to Germany and plough through them killing them in less than 15 minutes. I think this is to stop people fighting easy wars.
 
That's a strategy, but for people like me that are clean from cheats and run arounds like that, a good strategy would to have your border provinces carry 0% Infrastructure and the prvoinces behind that to have Forts, so when the Krautz charge through, they would take the province with 50% Base Supply and you would have a bit moar of an advantage when you attack.

If that, you should have more revolts in that provinces.
 
Hmm...

The russian always did that. When they couldn´t stop the enemy from advancing, they just destroyed everything in front of the advancing troops. For example if Napoleon or the germans where advancing they burned down the city they where approaching so in that way the enemy wouldn´t have a place to rest (and this was a good strategie in the russian winter). But I also think that it would help "game cheaters"...

That would be a cracking idea. It would definately help game cheaters if the want to cheat, but it opens up a whole number of 'strategic' options - like chuting into Sverdlodsk and destroying Russia's IC Base before they mobilise enough troops to waste your Paras.
