How do you get it to work? Do you require a certain version of Europa? Whenever I try to get it to run with 1.09 it says

"Europa.exe read successful..."
"Eurpa.exe does not matches or already patched"

It requires 1.09. It will not work with the North American version but is supposed to work with any of the others.

Are there any plans for a NA version to be released?

I doubt it. Moctezuma (the author) couldn't crack the copy protection that Strategy First put on the 1.09 edition. There was some talk that that copy protection wasn't the normal stuff and the next patch would have the normal copy protection, then Moctezuma might be able to crack it. Haven't seen him around, lately.
