I am using 1.08 on normal/normal settings.

I am playing the Papal States in my current game, 1552. I received Parma as a diplomatic annexation (computer randome event). Parma is receiving the 3% nationalism revolt feature....WHY? I thought that this was fixed for version 1.08?

Why would an intended feature be "fixed" in the 1.08 patch ?

However, I still think nationalism should be a little less severe for dip annex. It is, afterall, a difference in being conquered by force and being annexed peacefully. I suggest a 2% revolt risk that goes down over 20 years instead of the 3%/30 years. That would mean the total number of nationalist revolts in a dip annexed province would be about half compared to the force annexed case.

Okay, can anyone tell me what is the minimum number of troops I can keep in an annexed/conquered province to quell these pesky revolts? I assume that the number of rebels has something to do with the population of the province. Also I assume that with higher tech level land forces I can use fewer troops. Is cavalry better than infantry? Or should I keep infantry since my fortress may go over to the rebels? I'd like to free up troops from garrison duty - the maintenance is killing me when I want to use them elsewhere.

There are no fixed numbers. It depends on your leaders, terrain, luck etc. You just have to try what works for you in any given situation.
Also remember that revolts never seem to retreat, ie you don't have to kill every last one of them, just stick around until their moral breakes.

I had a recent DoW from an alliance of ADEN and OMAN which was kind of stupid of them, but needless to say the end result was military annexation of both countries - and I only had to take their capitals! Looks like their other provinces were all colonies and I guess you don't need to take them for a military annexation. However, soon after, I got a message that one of the colonies of recently annexed Oman was in revolt. But no rebels appeared! I even forced marched a unit from the former capital of oman to see if the pesky rebels were in hiding, but no go. SO where are the rebels?

Sometimes, if the amount of rebels is really low, they just vanish by them selfs I think. If you don't see them they are probably not there.

Anyway, forgot to mention it earlier. Rebels rarely have cannons. Thus if you do you will get a lot of free shots in on them severly reducing their moral for no cost in life on your side.

My best general (the only one with decent data) is sitting in Prague with 85,000 soldiers (The max supply possibility) Do you think population thought one time to revolt? :D

In fact, I need so much troops to protect me against the evil austrians who have a perm CB against me.

A good hint:

Give orders to your general(s) to crush rebellions and hang on leaders of the rebellion and the rest of their families. After, take their lands and include it in public lands ;)

After, they will think twice before revolting :D
