Accidentally breaking the highway exit outside the city boundary

1. Add a stretch of highway to the exit, going in the wrong direction
2. Build a small road so it forms an intersection with the highway at the point where the two directions meet
3. Bulldoze the small road
4. The highway is now broken in a location outside the city boundaries and can't be fixed without buying the neighboring tile
