Achievements disabled on save files

Description​

I have started two ironman games in the past couple days that have both started with Achievements available, but after saving, exiting the game, and then returning to the game the save file shows that it is not eligible for achievements. The game rules haven't changed and it is still set to Ironman mode. I do not know how to recreate this issue other than to start a game, save and exit, then start up CK3 again. I never experienced this bug before this past week.

Steps to reproduce​

Exit Ck3 with achievements activated, then return to find them unavailable, i have no idea.
