Achievements Not Working?

I don't seem to be able to get achievements any more. This is a brand new ironman game I started today. I went for the "International Relations" achievement after a couple of hours of gameplay and while it popped up in-game that I got the achievement it didn't seem to register in Steam. I am playing Ironman.

So you did get the achievement in the game but it doesn't yet show in Steam, is that right?

Look in the achievements menu in the game, what shows there for that achievement?

That is correct.

I loaded the game just now to collect screenshots and it immediately gave me the achievement for it. I'm not sure why it didn't register earlier. Steam says I got the achievement just now, rather than the few hours ago when I was playing.

Some odd behavior, but everything worked out.
