The idea is in the title: currently, if you decide that changing circumstances on either side warrant changing the betrothal between one of your courtiers and an outsider, to another one of your courtiers and the same outsider, the only option is to simply "break betrothal" and propose another one - eating a -20 opinion penalty which may cause them to reject the next offer.
Think about it logically. The Caliph of Talibstanstan really wants a marriage bond with you, the Caliph of ISIS, so once his son is born, you immediately offer up your four year old, harelipped daughter. Four years later, another daughter of yours is born, her age is more desireable, and her lips aren't hairy.
Now, as reasonable gentlemen, you might think to say, "Allah Akbar, Inshallah Salam - don't worry about the harelipped spinster, I'll give you this fresh one instead."
And he gets mad!
