Add new leaders?

Sorry for the newbie question... I have started a 1936 scenario with a National socialist Russia (using cheat "acceptall" I have done a coup nation with nazi germany, and then i recharged with Russia but i have only very few generals and commanders...
How can I add more leaders? I have tried to modify the excel file of Russia's leadres but it doesn't work...

Make sure you're editing the right file (the one in Mods\Darkest Hour Full\db\leaders folder), that you set leader attributes properly (and each leader has an unique ID) and that you save the file in the correct CSV format.
Then start a new game and repeat the steps you did to create N.S. Russia.

Thank you very much for the answer... but what is CSV format? the folder is right but it is an excel file... i can't understand i am very very newbie :-(

The file is not in Excel, but in CSV (comma separated value) format. The problem is that Excel will offer you to save the file in XLS format which is not compatible with the game and you should "decline" this offer

Yes, you have to start a new game as leaders are read from leader files on country creation.
