Essentially, when I attempt to use the add_spynetwork_value command (in such as "add_spynetwork_value (Empire ID) (Value) without the parentheticals) the command will almost always come back with invalid target country. Generally, a country's ID is either 1/2 numbers or a 7-9 digit string of numbers. It will allow me to run the command on ID string 1-14 with only a couple misses, which I assumed were empires which were already gone. However these don't usually correspond with any empires on the map.
Replication: Establish contact with another empire, and begin spy infiltration. Once you do this, use debugtooltip to get the empire ID and run the command. It should on long string empires come back with invalid ID
