Is there a guide on these forums to make the graphics for gov/military leader pics and for propaganda/events. I have been scouring but the information is too brief. I aim to create a fictional united Scandinavia mod.
 
There is a guide on modding graphics in paradoxian.org HoI2 wiki, although it isn't very good. If you need more info, I can write a simple guide on modding minister/leader/tech team etc. pics using IrfanView and MS Paint.

Really, if you're looking for a free tool to meddle with graphics then there are far better alternatives than MS Paint... Like Paint.Net for starters. I would really, really, discourage any use of MS Paint.

as for tutorials, look at stonyroad.de. there are a few tutorials in the upper left corner

paint is perfectly fine as long as you do not need to alter the graphics themselves.
I know it works, in a way... But it's not the most user friendly tool out there, for one. Even if you want to do just basic things other tools will easily outshine it. Like paint doesn't allow you to open several files at once, doesn't support layers... Nor doesn't it support the DDS and TGA formats, which Paradox uses for it's newer titles like Vicky2 and HoI3. GIMP and Paint.Net are simply far better alternatives.

Likewise, I would never recommend using Notepad as an editing tool, simply due to the fact that Notepad++ is freeware and far better tooling than Notepad ever will be.
