Hello! Just wanted to make this quick post before i spend hours researching models and whatnot for nothing; Is it possible, in HOI IV to create "recolors" of the "General" model skin? Since they added the ability to select your unit skins, i'd deem it perfectly awesome to have different color schemes of the General skin as well, like snow and desert.

So if it's possible, to ADD more skins to the roster? Or is it just possible to re-skin the existing ones and not add new ones?

Yes, I'm not quite sure how to add them to the selector, but to reskin a unit, just edit the diffuse, normal, and specular. Create a new pdx_mesh type in your mod's .gfx file, assign the new textures to the old model. Boom!
