The only problem I have with the way you build your scenario is that you're not able to annex your neighbours since they're majors. It only takes a little tweaking to change the major status though and I realize you should be able to play the other countries, but playing the Byzantines and not being able to finally annex the Turks isn't fun ;)
 
General,
Do you know how did the IGC designers create that configuration tool for IGC, used to determine the playable nations. Is it very difficult to do, because it sure is a lot more convenient to use rather than modifying the scenario file. I tried deleting a playable nation several times but it didn't work. It doesn't really matter as it is going to be a great scenario anyway, but the configuration tool would make it even that much better.
