Would there be any reason that I can't seem to adjust the game speed in-game using CTRL and the +- keys? I recall it working when I played on a desktop PC a couple years back, but I've been on a laptop as of late. Something I'm doing wrong? (Probably)

Yeah, most laptops have special function keys or key mappings, such that certain keys do special things. Look around on your keyboard to see if there is anything obvious that has changed the normal use of CRTL/+- to something else (on mine +/- is also used for volume control). Or look in laptop manual for more info about your keyboard.
As it was put above, there is usually a control key labelled "FN" which controls a secondary function on laptop keyboards and to use those functions it is required that you hold down the "FN" key and press the key which controls the secondary function at the same time.
