Since 1.15 I could not get a new Empire title army for my Imperial Army. Before updating to 1.15 I was able to get more by creating Empire titles, and the wiki still said I can. I did not find anything in the 1.15 patch notes. Was it a bug or was the info outdated? I am Roman Emperor, made Empire of Germania.

Solution
Having title troops for secondary empire-tier titles was not intended and has been since removed. You only get empire-tier title troops for your primary title.
