I would like to propose a change to the Administrative Government that includes a Imperial Unity mechanic based upon historical states of the ERE and an Imperial Senate mechanic based upon the RE Senate and ERE Synkletos.
Imperial Unity:
Imperial unity is the unity of the Empire at large, the higher it is the better. It is on a scale of 0-100 which is divided into 5 sections that give different modifiers to represent the effects the unity has on the realm.
1. Fractured (0-20):
a. This stage decreases the amount of taxes and levies of each Katapan and Strategos supplied to the Basileus with by 50%.
b. The Basileus gets a -20 Opinion with all Governors.
c. The Basileus gets a monthly decrease in Legitimacy by 0.2
d. All influence costs are increased by 50%.
e. Transferring troops from a Thema to another or to the Imperial Title is disabled if opinion is below +50.
f. Non-Administrative vassals can declare independence
g. Non-Administrative vassals cannot be forced to turn their realm into Governorships.
2. Discordant (20-40)
a. This stage decreases the amount of taxes and levies of each Katapan and Strategos supplied to the Basileus by 25%.
b. The Basileus gets a -10 Opinion with all Governors.
c. The Basileus gets a monthly decrease in Legitimacy by 0.1
d. All influence costs are increased by 25%.

The Synkletos (Imperial Senate):
If a senate exists is determined through a law. It is made up of 12 Members (1/10ᵗʰ of the Historical ±120 Senators around 867) appointed by the Basileus for life. Any powerful and domineering family will expect a seat, if not they have an opinion reduction of the Basileus by 10 and 20 respectively. The Senate’s influence is measured on a scale of 0-100, similarly to the Unity. However, unlike with Unity both a week and powerful Senate have advantages and disadvantages.
The Senate passes acts through a majority (7 Senators) that the Basileus can veto after passing. Both the Basileus and the 12 Senators can propose an act. Proposing an Act costs 100 influence, and then there is a 6-month phrase where you can bribe the Senators to pass the act. The anount of active acts/bills at any given times is limited to one.
Passing a bill:
1. A Member of the Senate or the Basileus proposes an act. (100 Influence cost)
2. They then have 6 months to get it passed.
3. The Senators can bribe each other with Gold, Influence, hooks and renown to go against or in favour of the act. Senators with a positive opinion of the proposer will usually vote in favour.
4. As soon as 7 vote in favour the act is passed and the Basileus can ascend or veto it.
5. Then the Senate is inactive until a Basileus or a Senator proposes a new Bill.
6. Senatorial Bills are active for 7 years (if appliceable).
Senate Law Acts:
1. Senate Acts are law changes within an administrative governments law section.
2. Senatorial acts work the same yet need 9 Senators to Agree and costs 500 influence to propose.
3. The law change is subject to the Imperial veto.
4. The laws can also still be changed using Prestige.
Actions:
1. Negative Actions are Senate actions that undermine the Basileus, his family or strenghtens the Senate.
2. They cannot be vetoed.
3. They are passed like Bills.
Senate Treasury:
1. The senate has its own treasury if it has reached a level of importance, financed from taxes as stipulated below.
2. All Senate actions and bills that cost money are financed from this, if the level of importance is not reached, it is financed by the Basileus.
