It appears the advanced search light from Future Tech DLC is capable of causing an inmate surrender in every circumstance during the night.
This is a problem because in this game there exists certain traits and reputations (such as Fearless and RisksLife) that those dangerous inmates have that will absolutely never surrender, even when against armed guards, snipers.
I suggest the following solitions:
- make the advanced search light surrender based on certain factors such as inmate traits AND maybe a bit of RNG too. Basically, if an inmate wont surrender to a gun then there is absolutely NO reason he would surrender to a simple alarm
OR
- alternately what if the advanced search light was connected to the tracking collar somehow? Maybe it could have the ability to shock escapees if detected
