Nope right now it choses a random province for your courtier to spawn from, and his name and portrait is based on the culture of the province.Wait, it's not already like that? I've been living in a lie...
Advisors don't take names or even looks from cultures it's based on the country files of the countries that have cores on your provinces (including your own).
First names from the culture files are only ever used for nation designer games and dynasty names are only used by advisors in that situation as well.

Well, that's not always true, especially after the first 150 years of the game when some of the cores disappear.Well, if I have a foreign culture accepted in my territory, it's more likely than not there'll be a primary tag which will have cores somewhere in one of those culture's provinces.
