EDIT: Quick report. Just started the Grand campaign with Ottos and Serbia has two overlords. Hungary and Ottos.
I'm using the same setup you suggest in the OP. Latest FTG (GOG), updated to 1.3 January beta, AGCEEP159b4_hotfix and lastly AGCEEP´159b5.
I'd also like to ask what's your preffered Dynamic Missions setting?
If you need more info, just let me know. Thanks again for taking the time to update this!

That is no bug. Serbia paid tribute to both Hungary and the Ottoman Empire to keep the larger, powerful neighbours from attacking. It worked for a while but eventually one of the neighbours tried to get a bite out of them sooner or later. The vassalizations are a small protection against early declareations of war, as Hungary or the Ottomans have to take a stability hit to break the vasslage and go to war early.

Dynamic missions is each ones own choice - if you want to go for the hightest points in a game then missions give some additional victory points. However while the missions usually make sense, they may seem impossible for the nation one plays sometimes.

To prevent the game from handing out missions to you that you may not like (or you can´t imagine how to suceed) my suggestion when playing with missions: on is to select your choice from the missions before unpausing the game and to chose a new mission of your choice whenever you manage to succeed in one.
