AGCEEP Portugal question

What happened to my explorer? It's 1425 and, when my explorer is usually supposed to appear, nobody has shown up.

Portugal's whole gimmick is it's small and weak, but can explore/colonize early like in history. How does obtaining explorers/conquistadors work in AGCEEP?

Because in 1425, it is too soon for them to appear. See leaders.por in AGCEEP/Db/leaders folder. First one appears in 1432.
