Because Vaud and Valais are irrelevant for 1513, is there a need for Savoy to be involved then? Condition of ownership of Savoie by Savoy and triggering of SAV_17413 (and this event itself) should be removed. Or does it still make sense?

i agree , the trigger that HEL must own province 405, should be removed

it does make sense for SAV involvement
 
But SAV_17413 is about a loss in Savoie province that will goes to Schwyz province with your modifications (and not Bern in current version that is neighbour of Savoie).

SAV event is a loss of area ( which we do not have in our map) , while the HEL event is about the gain of a new member in Schwyz with the added occupation of valais and vaud from SAV.
Valais and Vaud did not become members of the swiss till the 19th century and also valias between the 1th and 19th century where their own republic.

so, linking these events is historical, applying added manpower or monies is really not

text should be changed to say "and the Swiss used their power to expand their influence, taking the Valais and Vaud from Savoy"

so, yes, SAV lost their manpower in those areas, but the Swiss did not gain them, these areas where semi independent or totally indepent similar to the grisons in schwyz.
valais and vaud hired their men to HEL, FRA, MLO and SAV until the time of napoleon

so, yes, SAV loses their manpower etc and the swiss do not gain in bern the manpower etc

EDIT: this event could be for any country owning Savoie and not only Savoy (a provincespec event). Only remaining condition for this province spec event will be Bern owned by Switzerland (and Savoie not owned by Switzerland too). Good idea?
