ai characters forget how to spend lifestyle perks if they have been controlled by a player

Description​

if you use the switch character option in the pause menu to change to a different landed character, that character will forget how to spend lifestyle perk points unless you unland and reland them. this is also true of the "set_focus" console command. while not an issue encountered through the regular intended gameplay experience, it is a pretty frustrating barrier when you would quite like to help the dummies out by switching to them for a sec and cleaning up their messy lives

Steps to reproduce​

start a game as one character and wait a day tick. switch to another and assign them any lifestyle focus, then switch back without unpausing. speed 5 until they should have a couple perk points saved up and observe how they do not spend them
