It seems that the AI does not need to follow the rules in "found_city_button" and it builds a lot of cities all over the world resulting in weird urbanised tribals. I tried to add restrictions to this but I can't find the specific code that allows them to build cities for free. Does anyone have an ideea where it is?

Unlike the found city button, it doesn't check to see if the AI can pay the found city price, even though it does make them pay the price afterwards. It's basically founding cities on credit.

Do you know if there is a different event for country capitals getting cities? I made the triggers practically impossible for tribes yet in 2 months every tribe has a city capital. Going in observer mode reveals that the cities are for free and do not modify the treasury.

City capitals get priority for tribes founding cities, so I assuming whatever you did, didn't work and maybe even made it free. Post the code from the modified event.
 
Wow you sure like to throw around insults. Shows a lot about your caracter. I was saying that allowing tribes to build cities is weird and the fact that they start with a lot of them makes it even weirder. It is out of place in this time period. If you give me reasons on why tribes should have cities I will happily discuss it.

Lol. Thinking an Oppidum is equal to a roman or greek city, there were huge differences. The oppidums are better represented I think as the barbarian hill fort settlement improvement.

I never said they were equal, just that they were cities. Athens at the start date is a measly 25k people which would be considered a town by modern standards, and there are a bunch of cities in game outside of tribal lands which would be much smaller than Athens. Tribes can build cities, but a default tribal law makes them 50% more expensive to build. The game already reflects the very low level of tribal urbanization, you'd be nothing less than an utter jerk to deprive them of this ability alltogether. It is difficult to understate your gall.
