That is on the EU4 Wiki, is it accurate?
No, that bug has long since been fixed.

Since the original post the following probably has changed as of 1.16:
  • AI quite clearly sees through Fog of War and may chase your armies. We will continue working to fix the most obvious misbehavior.
  • Naval missions in Mare Nostrum have knowledge of enemy navies outside your view, to avoid frustrating behavior for the mission user.
  • There appear to be obscure Zone of Control bugs with the fort system that causes AI to be able to go through forts in some cases where humans couldn't have, classifying and debugging them is work in progress.
  • AI gets free upkeep for any forts adjacent to borders of other countries, or coasts. Considering removing the latter in next patch.
  • AI receives more horde unity from looting, because it's bad at looting. If ever its looting efficiency should improve, we will remove this benefit.
  • There's quite a lot of diplomacy related code that's different for human player, because we can't make any assumptions on how the human player will behave. Most code that could give an advantage to AI though is restricted to Hard difficulty currently. (Candidate to be moved to a Very Hard difficulty level if introduced.)

AI neutral armies moves thru my territory even if I decline them right to pass (Im Poland watching Branderburg / Teuton war while i took already Danzig and Tuchola).
This will be an HRE thing, I bet.
