So I have created in my mod some technologies preceeding that starting point in the game.
I haven't given them proper names yet - it's more like tech_s1 as a first technology for society group and tech_ml1 - as a first tech for land armies technologies, and so on.
The tech tree is finally working which is good.
What's not working is the laws - I have restricted the first laws either by adding requirement for a later technology or by adding a preceeding law that says basically that there is no law in the country, and that has no technology requirement. Yet, the AI choses some random future unresearched and unavailable law....
How is that working?
Would you be able to fix that? In Bureaucracy I have 2 available laws, and AI picked randomly the first one on top of the list - which on the other hand, I have no idea how to change the laws order appearance in the game. Putting them first in the file doesn't do anything.
