The AI does not consider the supply and oil needs of allied units when creating supply convoys.

Say Country A and Country B are allied with each other. Country A has control of a province but that province does not have a land link to Country A's capital. In this case, the province must be supplied by convoys from Country A. Here is the problem -- if Country B lands troops in that province, then those troops will be out of supply unless Country A also has units in that province (or unless Country A has units in another province that has a controlled land connection to the original province). Same regarding oil, but in this case unless one or more of Country A's units require oil, then the units from Country B will never be given any oil.
