Ever since the new update the AI within 5 yrs declares war on me. Doesnt matter what i do/did or pick from when creating my empire, as ive created 10 different ones and theyve all had war declared on them within 5 yrs....

What's the difficulty? What's their lvl of aggression? What's their relative power to you? What's their opinion/relations of you?
These 4 questions are very important as these will determine how often and how early the AI will declare war.
If the AI is declaring war that early, it sounds like the difficulty is fairly high (At least Commodore), their aggression lvl could be normal or high, their relative power is either Superior or overwhelming (could even be equivalent but, with superior fleet power), and lastly the AI absolutely despises you like maybe -300-1000 relations with hostile opinion.

Yup, checked all of that. The way its set up they should all be chill. We were all in galactic community and 2 STILL declared war on me.
Being in the galactic community doesn’t lower the chance that is empires won’t declare war it just keeps them from having another reason to go to war. To answer your main question however, the ai will declare war depending on the so aggressiveness, their opinion of you, relative military power, and if they are forced into a war by their allies.
You're forgetting that having drastically lower fleet power or no fleet at all will make them attack you/want to attack you. Its happened to me a few times when I started playing the game.
