Hi so i started a new game, and encountered ai exterminators. No big deal, but this time they do diplomatic actions with other ai empires? is this a bug? i dont have mods, its a single player game.

Is the primary species of the other empire also a machine species? If so, it's working correctly and has been this way for a long time. Determined Exterminators only want to kill organic species, they're fine with other machines.

When playing as a Machine Empire (so, like, 90% of the time) I love sharing the galaxy with Determined Exterminators, because they distract all the other empires, so the rest of the galaxy pretty much leaves me alone.

Only individualist machine purifier is also hating on other machine empires.
And even fanatic purifiers can have diplomatic actions with other empires - if those other empires have the exact same founder species. They try to persuade those empires to purify the galaxy together and can have defense pacts with them.
 
the other empire is indeed a machine empire, but they are not exterminators, i play as a fanatic purifier and cant have any diplomatic relations...

Exterminators can be friendly and do pacts with all machine species. Normal machine empires also dont get any opinion malus against exterminators. Exterminators only hate organic/lithoid species.
Fanatic purifier can only be friendly with their own species. A machine fanatic purifier hate every organic/lithoid empire as well as every machine empire that has not their own founder machine species.

Exterminators are pro machine life. Fanatic purifiers are pure racist.
And there cetana/contingency as 3. Type of genocidal machine - contra life in any shape or form

At least previously Synthetic ascended empires also could do diplomacy with Determined Exterminators. I once vassalized DE next to me after I synth ascended. They turned out to be very strong vassal after I fed them some more resources and empty planets I didn't need and were able to hold off against several larger AI empires in a multiple front war I ended up later in the game.
 
Diplomatic Relations for DE Empires has 2 checks

- Is not organic
- Is machine empire

they are happy allying, federating, trading, and researching with anyone that passes either check
