I can't tell you how many times in EU 1 I've offered the AI a rather fair peace deal, only to have it denied by them, and then have them turn around and offer the exact same deal to me a couple of seconds later.
Although it is less drastic, similar situations happen in EU 2, particularly concerning white peaces. The AI seems to be intentionally coded to be rather reluctant to accept player offered peace treaties (unless forced to due to the control of the entire country) and will often not accept a white peace, or even a treaty offering money, and then proceed to offer it's own money.
I'm not sure if this is a bug per say, but it at least seems like an oversight in the AI code. The biggest problem with EU 1 was probably the peace resolutions, and fixing it still remains an important part in making EU 2 grand.
