If there is another thread exactly as this that I have not seen, please tell me so I may take this down and use the other thread instead. I have not found one such thread yet addressing these specific issues.

I've been playing HOI4 since release now pretty much every day for at least a few hours. Every single gameplay I notice a select few issues unique to the Axis.

One issue is the fact that Japan has never defeated China in my gameplays. Not even once. I've got around 20 gameplays and each one results in a Japanese defeat at the Chinese mainland. This is a result of inefficient supply planning and massing of more infantry than the land can hold, granting them stacking penalties and attrition. The occasional amphibious assaults result in a surround and crushing defeat for the Japanese, depleting their manpower and destroying most of their valuable divisions. In addition to losing to China, they then declare war against the United States! Why does a country with no manpower for divisions, no divisions, and an unmaintained navy (due to resources being allocated to yet more infantry) declare war against a massively superior nation?
Furthermore, I sent in an expedition of 36 divisions of mechanised light tanks and some medium tanks with rocket artillery to punch a bulge through the Chinese territory. I waited about two years and saw no advancement at all in the Japanese front and returned my expeditionary forces to check on where they were (sad I can't see where they are without returning them) and found them garrisoning Italian and Pacific islands....WHAT!? Furthermore, if I chose not to enter their war as Japan was really trying to pull me into a war with the US (I was Axis Canada...there's an achievement I was trying to get, don't judge), I couldn't help Japan in their losing war or even be allowed to send in volunteer troops due to us being in the same faction. Entering the Chinese war would also increase my effect on world tension, causing the US to constantly make claims against me until I improved relations and moved all my trade to them.

Secondly, the Reich. I noticed that on every single gameplay there was this ridiculous issue with the Reich. As they do not create any marines, they are not compelled to use amphibious invasions as a method to invade Scandinavia. Thus, they go through Denmark (slowly, due to their lack of marines or engineer divisions) then declare on Norway. As they don't adopt amphibious invasion as a tactic, they then try to go through Sweden by declaring on the historically neutral nation to get to Norway. The issue is, they can never penetrate into Sweden due to the massive crossing penalty from Denmark into Sweden. The AI determines that this is due to a lack of troops an masses a metric tonne of men on the river. And I'm not exaggerating, look at this picture:

Only a year later, we find the Reich has doubled the number of divisions on the border! What is going on!? Can't you just get to Norway via amphibious assault like you did in HOI3? As you can see, the Reich does have naval superiority over Sweden but still choses not to prepare an amphibious assault. I can't tell why they haven't built marines with engineers either.

Anyways, wrapping up, the Reich and Japan really need some tweaking, making the Reich a bit smarter and the Japanese a bit stronger. If this is the result of every gameplay I've had so far, then there truly must be an AI issue and can't be a one-off thing.

If you read up to here, thanks for listening to my rant. I'm just hoping this gets noticed. When I play as the Allies, it's an easy victory against Germany and Japan. When I play as the Axis, one of the two are going to get me in trouble, be it the Reich losing to the Soviets due to no men on the line or Japan pulling in the US before either of us are remotely ready. Regardless, the AI should be worked around. I'm not sure if anyone has struggled with the same issues, but feel free to reply if you have or have not been experiencing these same issues. Cheers.
