I've been working on some changes to the colonial AI and economy files, and I've noticed that no matter what I change the requirements for forts to, the ai happilly puts down coaling stations, trading posts, and missions down everywhere yet I still have yet to see them put down a single fort, even when it would allow them to claim a colony. IMHO the AI should build buildings not present in a colony if at all possible first.
Yeah, that's a real problem. The AI often fails to claim colonies because they only built three of the four types, and some other AI nation has a claim on one of the provinces.
If they would build forts that wouldn't be a problem...
maybe there should be a directive for the AI to build 1 claim-building of each type (in a colony of more than 4 provinces AND bordering the coast) before filling it up? that would go a long way to solving that particular problem regarding coastal colonies.
