AI not granting titles?

Is there an issue with the AI not granting lower titles? I have a Consul who refuses to give out any titles. She currently has 9 ducal titles, including one where 1 count has every single county in the de jure ducal title, and she has none, nor one even bordering it. Yet she refuses to give him, or anyone else, that or any other ducal title.

I've never seen an issue with the AI granting titles, myself.

If there is one, however, I'm not sure what we could do about it. We have no control over the automatic granting of titles -- the only thing we could conceivably do in such a situation is to implement a decision where titles are granted via event/decision (and there hasn't been a need before now), and creating a way to do that as a general system which makes sense is no small proposition.

Having played with it a bit more, it seems almost like its tied to that primary title. My other vassals aren't overloaded with ducal titles (some have 4, but that tends to be because I also give them viceroyalties in addition to their inherited ones. And it isn't character as I waited to see what would happen to the heir, and he's held onto all the titles.
