AI re-opening COTs

how do i get nations to re-open their COTs.? Spain has had an embargo on me for more than 20years now. i've tried improving relations with them (+169 relations) and re-opening my COTs to them - but it's still not working.

is the problem stemming from the fact that i nearly dominate all COTs or is it the fact that they have a permenant Casus Belli on me.? (Netherlands).

If you go to war against Spain and then make peace, this should reopen their COTs and they won't be able to close them again for the 5-year post-war period.

I dunno, For some reason when the AI cant Compete , This was the Typical reaction at the time,Kill the succesful Merchants ...anyway I had to tie the knot and after time , they let me back in

i DID go to war with Spain. Spain declared war on me and offered peace to me afterwards - which i accepted. Spain's COTs are still closed.
