Summary​

AI refuses to use infra/court/merc policies

Description​

AI players will not take any policies from these idea groups even to use in free policy slots. If you forcibly enact one of these policies on an AI nation they will remove it instantly after 10 years. I haven't tested every single policy, but enough to be reasonably certain that the issue occurs with all policies from these idea groups. I have only tested on hard difficulty, but I would assume it's the same for all difficulties.

I'll include screenshots of a short test I ran for reference. I gave two AI nations four filled idea groups with five available policies to use in free policy slots (Inno/Court/Merc/Infra for Portugal, Inno/Trade/Quantity/Admin for Castile). I let the game run as an observer from Nov 11, 1444 to Feb 1, 1445, by which time Castile had enacted all five available policies and Portugal had still enacted none. I let the game run for a few years after that and Portugal still took no policies.

Steps to reproduce​

1. Start 1444 game
2. Use console to fill out two idea groups for a nation, at least one of which is infrastructure, court, or mercenary ideas
3. Give AI control of nation
4. Let the game run and observe that they won't take the policy
