AI still doesn't build a single Trade Center in Hong Kong

Description​

Britain still does not build a single Trade Center in Hong Kong. What's the purpose of the Treaty Port then? Maybe just force them to get a lvl 5 trade center from Journal Entry I don't know.

Steps to reproduce​

Start any game as anyone but Great Britain and they will not ever build a single treaty porn in Hong Kong.

Still an issue in 1.9.7

It's to do with the province not being considered a Treaty Port, due to Qing not backing down from the Diplo Play and instead choosing to fight the war instead.
