Playing as Spain, I saw France simultaniously sending 5-6 colonists to Fox. There were several animations of the colony being built, one overlayed over the other, and as soon as the next colonist arrived (within days of the previous one) the colony size went up by one. I have a saved game, but there's only one colonist en route (several of them building the colony, though).
EDIT: There are several colonists en route - France just keeps on sending 'em. It is reproducable with the save game.

actually Johans has said its a bug, but it does boost the ai's performance, so imo there is no need to fix it

What? It's actually a bug? Heh... Interesting. I always thought it was WAD... anyway, it's not any different than the other AI cheats.
 
The even more interesting question is whether or not the total number the AI countries can have in any given calendar year is still capped the same as for humans.

I think, based on what I have seen happen, that the AI simply sends out all the stored up colonists it has each time it decides the time is ripe for colonization, usually upon a reload or at the first of a year. I suppose it would be interesting to run a game and save at beginning of each month, then analyze the save files to see if the total number of colonists sent was ever above the maximum expected.
