So after multiple battles i have noticed something weird. AI units wont receive status effects damage before they move as player units. So bike with 1 hp with burning DoT for example will move 2 tiles,attack and only then explode from DoT. Same with surface area damage, unit with 1-2 hp can safely move through damaging terrain and be ok. Player unit will explode if crossing dangerous fire/poison/arc tile immediately. If this is by design it is VERY immersion breaking. All this observed vs random monster groups on the map.
 
DoT and HoT effects tend to apply at the end of their turn.

However tile effects do sound like a Bug.
